List webhook endpoints

Returns the webhook endpoints registered for your account. The signing secret is never returned here; it is shown only once, when the endpoint is created (or its secret rotated). A location-limited key sees and manages only endpoints limited to its own locations (never an all-locations endpoint); any other endpoint answers `404` to it on every webhook route.
